Well this team needs improvements. I will try to help.
Why 3 HP on Tapu Lele ? Shouldn't a stat have atleast 4 EV's to undergo a change?

Ok, let's start. This team needs a lot of improvement. I'm going to change this team into screens offense.

Deoxys-Speed

Deoxys-Speed is never used as a sweeper. It is usually a fast supporter. Here is a set.

Deoxys-Speed @ Light Clay
Ability: Pressure
EVs: 248 HP / 8 SpD / 252 Spe
Timid Nature
- Reflect
- Light Screen
- Spikes
- Taunt

Well, it sets screens, taunts thing, and sets up spikes or rocks, which is good because the chip damage is nice we are gonna use psychic pokemon that are set up heavy and don't have the best defense.

Alakazam

Recover+BerryCycle is very redundant. Also, the set has no way to hit dark types. We are gonna change it to a more offensive set, using it's bad defense as an advantage.

Alakazam @ Focus Sash
Ability: Magic Guard

Psyshock is STAB that hits the blobs hard (aka Blissey and Chansey), Psychic does worse against the blobs but is more powerful, Dazzling Gleam is coverage, Shadow Ball is more coverage, and the main nuke, wait for it, is Counter. Alakazam has horrible defense, right? Well if they have a fast physical attacker, you can survive on sash and kill them with Counter. The IVs make sure it gets down to sash and minimize the damage Foul Play can do. Magic Guard prevents chip damage so you are guaranteed to CounterSash.

Articuno-Galar

Ok, just don't use the thing. It is just bad, outclassed by other psychics like Latios, Latias, etc offensively and defensively. Did I just say Latias? Yeah, that thing is great. So why don't we replace Articuno-Galar with it?

Latias (F) @ Choice Scarf
Ability: Levitate

Well, Psyshock hits the blobs hard, but Psychic can be used over it, Draco Meteor is a nuke, Defog removes hazards, Trick can cripple things, and Healing Wish allows your big sweepers to get back into the game if they are chipped.

Tapu Lele

Ok, this set needs improvement. Magic Coat isn't really needed now that we have a Defogger, and Nature Power is gimmicky when other terrain setters come in. Aromatherapy could stay, but we will focus on it's great special attack.

Tapu Lele @ Fightinium Z / Fairium Z / Psychium Z
Ability: Psychic Surge
EVs: 252 SpA / 4 SpD / 252 Spe
Timid Nature
IVs: 0 Atk
- Calm Mind
- Psychic / Psyshock
- Moonblast
- Focus Blast / Aromatherapy

This is much more offensive. Calm Mind Psychic hits insanely hard, but if you want a better blob matchup, it could be replaced by Psyshock. Moonblast is STAB, Calm Mind is set up, and Focus Blast is a nuke when turned into Z Focus Blast. Focus Blast covers steel types, which is nice because the other moves can't cover them. You could go with Aromatherapy, but that means you lose steel coverage.

Gallade

Gallade without mega is outclassed by other physical Psychic Pokemon. No STAB isn't good, Aguav Berry isn't supposed to be used on offensive Pokemon too, and Mega Kick is bad. Wait, I just saw this team doesn't have a mega? Why don't we use Mega Gallade?

Gallade-Mega @ Galladite
Ability: Justified
EVs: 252 Atk / 4 SpD / 252 Spe
Jolly Nature
- Swords Dance
- Close Combat
- Zen Headbutt
- Knock Off / Shadow Sneak

Swords Dance is set up, Close Combat is STAB, Zen Headbutt is STAB, Knock Off removes items, and Shadow Sneak is priority. This thing is insanely powerful once it has a Swords Dance under it's belt. Also, switching into weak Knock Off's from defensive pokemon is a good idea, because Mega Stones can't be removed, and with Justified, it boosts it's speed when hit with a dark type move. That just makes it faster, which means it can destroy things with 2+ attack and 1+ speed.

Victini

Well uh, this set needs improvements. Inferno is very unreliable, Aguav Berry isn't good on it, and Victini usually doesn't run special because of V Create and Bolt Strike, a 180 power STAB move, and a great coverage move respectively with 130 power. So why don't we use that to our advantage?

- V-create / Any Other Good Physical Fire Move

- Bolt Strike

V Create is insanely powerful, but lowers Speed, Defense, and Special Defense by 1 stage, which means you can't spam it. You could use another fire physical move because of that, but Victini appreciates the pure power provided by V Create. U-Turn allows you to pivot out, Bolt Strike is coverage, and Trick can cripple defensive mons.

I decided to just go with that, I tried a reusable setup with drain punch and recycle, but it didn't work out well.

I normally avoid Close Combat, but with swords dance set up, as you said, it basically can OHKO most of the weaker pokemon. I replaced Zen Headbutt with Drain Punch so that it can withstand some of the more powerful pokemon

I decided to replace taunt with stealth rock, for flying type coverage. I kept the spikes because, well, things that are resistant to rocks (i.e. Not flying types) can be hurt by the spikes.

Again, I was worried about the scarf until I saw trick. I decided to go with psyshock instead of Draco Meteor though. Thanks!
I think that you should choose Psyshock or Psychic for Latias and put Draco Meteor somewhere. For Deoxys-Speed, I think that Taunt is better than Stealth Rock due to it being able to stop set up sweepers cold and stop supporters. For Gallade-Mega, I think that if you are gonna use Drain Punch, only use Drain Punch because Close Combat+Drain Punch is a bit redundant. For Tapu Lele, after Guardian of Alola, Nature's Madness is not very good, so I would say keep Moonblast.
There's no point in using both close combat and drain punch. You can just switch out to reset the defense drops if they ever bother you. Guardian of Alola isn't affected by Calm Mind boosts. Guardian of Alola only does 75%, but something like Twinkle Tackle/All-out Pummeling/Shattering Psyche usually does more than 75%.

Keep the Z Crystal. With screens up, Tapu Lele is pretty bulky. Also, without the Z Crystal, it isn't able to break past big walls.
