I've been playing competitive and I created this team. I am new to creating my own team so it's not that good. I've been loosing matches with it. How could I make this team better?

I use this to toxic stall pokemons that I find annoying. Can anyone suggest a stall that profits from pelliper's rain?

This is the Physical sweeper of the team. I was thinking of changing it to a barraskewda so that I can profit more from pelipper's rain.

I use this as pivot. Thunder is accurate because of drizzle.

- Hurricane

Set up rain for the team. I want to keep pelipper so that fire type don't do much damage to kartana or aegislash.

Special Sweeper. I think it's faster than other special sweeper. Are there any special sweepers that hit hard but also fast at the same time?

I just thought of having a mini tank for the team and also do some decent damage. What could be better than aegislash?

Will re-open if you mention which generation of OU this is for. They are very different metagames.
Also note that the descriptions can be improved a lot. We know what moves are STAB, we know what Swords Dance does, and we know Aegislash can change form. Try to focus more on why you want these Pokemon on the team and why you chose them over the alternatives.
@Fizz You should rename this to rate my Gen 8 OU team and reopen it. Only Gen 8 OU allows Aegislash.

Ferro could be a stall that profits from rain, and is often on rain for a good reason, but not sure that it fits well with kart
This team has no ground type is thus terrible vs Regieleki. I think you should replace Peli with Landorus-Therian. Also, what's up with the Aegi evs? Gengar is also mostly outclassed by Blacephalon, who you can run here with Scarf. Not sure about it though.
Rating this is a showcase of how hard it is to rate a team without knowing the teambuilding process.

Your team has the following issues:
1. There is no electric immunity, so Regieleki and Zeraora are very tough to deal with.
2. There is no stealth Rock Setter.
3. The Blissey set is really passive. I'd give it Teleport over Protect at least.
4. Double Scarf is unecessary, I'd run a more defensive WashTom here.
5. There is no defogger.
6. The team members don't have whole lot of synergy for the most part. The team looks very confused and all over the place.

Pelipper -> Landorus-Therian
Your team doesnt have a whole lot of stuff that really benefits from rain, and you badly need a ground type, so I added Landorus-Therian. It makes the matchup against Electrics like Regieleki and Zeraora much better.
Kartana-> Corviknight
Gives your team much need switchins to Kartana, Rillaboom and Weavile. Also provides a switchin to Tapu Lele and U-Turn support. Defog is nice for Blacephalon also.
Scarf Gengar - Scarf Blacephalon
Scarf Blacephalon outclasses Gengar as it can RK Weavile from full and snowball with Beast Boost.
Moveset
SD Aegislash- Specs Aegislash
Specs Aegislash has great synergy with Blacephalon as weakens its switchins like Heatran and Sp.Def Landorus-Therian.
Scarf Rotom-Wash- Defensive Pivot Rotom-Wash
Double scarf is unnecessary. Defensive Wash provides you switchins to rain sweepers and Heatran.
Blissey-> Moveset and EVs
Teleport helps Blissey to maintain momentum and not be passive. The Sp.Def does nothing for Blissey, so I put in HP instead.
I hope you like the new team. I did my best to preserve the original concept.

I don't really think the changes you made keep the structure of the original team i.e. it was rain, but it's now a balance. I agree that the team does not really benefit from rain nor does the OP explain their teambuilding and thought process, but keeping it around Pelliper and instead changing the sweepers is a better idea, in my opinion.

You also don't need another defogger apart from Pelliper (though the set can be improved) and also, rain teams typically rely on Ferrothorn for electric-types and have ways to play around them by using something faster like Seismitoad or Barrakasweda under rain.
If I were to keep Pelipper and make this a rain team, I'd likely have to swap out most of the original team as they have no real synergy with Rain. By that I mean I'd have to swap at least 4 mons. At that point I'd basically have built a new team instead of improving an existing one. This way I only had to swap 2 members of the original team. This just shows how hard it to rate something without knowing the teambuilding process.
