Azelf @Focus Sash
Ability: Levitate
EVs: HP: 4 / Sp Atk: 252 / Spd: 252
Nature: Timid
-Psychic
-Stealth Rock
-Taunt
-Thunder Wave
Azelf ended up being my lead of choice due to being the fastest pokemon with Thunder Wave and Stealth Rock. Psychic is Azelf's way of dealing damage, T Wave is to slow down opponents, Stealth Rocks are Stealth Rocks, and Taunt is to stop utility moves from other leads that aren't Aerodactyl.

Torterra @Occa Berry
Ability: Overgrow
EVs: HP: 252 / Atk: 252 / Sp Def: 4
Nature: Adamant
-Wood Hammer
-Earthquake
-Stone Edge
-Swords Dance
When trying to build around Torterra, I noticed it's normal set is a Rock Polish set to get around it's low speed. I thought of a different way to get around this issue: Thunder Wave. With other teammates paralyzing the opponent, I can afford to run Swords Dance to let Torterra deal more damage, I have Wood Hammer and Earthquake as my main STABs, and Stone Edge for coverage. I also gave a it an Occa Berry to help with Fires like Infernape, who otherwise give me some trouble.

Zapdos @Leftovers
Ability: Pressure
EVs: HP: 252 / Sp Atk: 252 / Sp Def: 4
Nature: Modest
-Thunderbolt
-Hidden Power (Ice)
-Thunder Wave
-Roost
Zapdos is my 2nd Paralyzes spreader, and it also resists fighting which is nice for my team. Thunderbolt is STAB, HP Ice is for Ground Types (although I am considering HP Flying for STAB, Thunder Wave to get the opponent Paralyzed, and Roost is to keep Zapdos alive from Stealth Rocks.

Jirachi @Leftovers
Ability: Serene Grace
EVs: HP: 4 / Atk: 252 / Spd: 252
Nature: Adamant
-Iron Head
-Zen Headbutt
-Thunder Wave
-Body Slam
When I have a team spreading Paralyzes, it felt like a good idea to include Jirachi. Iron Head and Zen Headbutt are famously annoying moves to deal with with their 60% flinch chance on Jirachi. I also have Thunder Wave and Body Slam to Paralyze literally any pokemon in Gen 4.

Empoleon @Shuca Berry
Ability: Torrent
EVs: HP: 252 / Sp Atk: 252 / Sp Def: 4
Nature: Modest
-Surf
-Flash Cannon
-Ice Beam
-Aqua Jet
Empoleon is a decently strong Water type that also enjoys some Paralyzes support. Surf and Flash Cannon for reliable STAB, Ice Beam for Dragons and Grass types, then I have Aqua Jet for Revenge Killing. Empoleon also has a Shuca Berry to flip the script on pokemon like D Dance Tyranitar or Dragonite.

Tyranitar @Choice Band
Ability: Sand Stream
EVs: HP: 252 / Atk: 252 / Sp Def: 4
Nature: Adamant
-Rock Slide
-Earthquake
-Crunch
-Pursuit
I noticed that alot of my team are immune to Sand, so I added a Choice Band Tyranitar as an extra abuser of my Paralyzes. Rock Slide and Crunch are for STAB, Earthquake deals with Steels, and Pursuit lets me trap Dark weak pokemon.

1. I reccomend agility on Zapdos and Empoleon for late game cleaning purposes. Flash Cannon is also just unncessary on Empoleon. I also reccomend Subsitute + Petaya Berry for the item instead of Aqua Jet on Empoleon.
2. I think this team will struggle against common DPP OU stalls team like this one (https://pokepast.es/1c771ffae14ca40c). You need more offensive firepower here, maybe a Magma Storm + Explosion Heatran to lure in and KO specials walls could work well here. Taunt + Black Sludge Gengar might also be a good fit here.
Kinda unsure about Gengar. One one hand, it helps with fighting types and Stall. But at the same time, that means I have one less Thunder Waver, making Torterra less effective.
I think changing Zapdos to Taunt Gengar, Azelf to trapper Heatran and moving Jirachi to lead slot and running a utility moveset would make this team better. I will post a full RMT later.

Issues with this team:
1. Lack of offensive firepower to weaken special walls and take down DPP stall teams.
2. Sub-optimal moveset and item choices on various pokemon (more details on this in the changes section).
My changes
With my edits, this team is designed to facilitate an Empoleon sweep in the late game. Torterra, Heatran and Gengar will help break down Empoleon's checks to let it sweep.
1. Azelf -> Taunt Gengar
Taunt + Will-o-Wisp Gengar puts pressure on special walls like Clefable, Blissey and Jirachi and helps break down common defensive teams. This makes it easier for Empoleon to sweep late game. It can also switch into ground type moves aimed at Heatran and Tyranitar.
2. Zapdos -> Trapper Heatran
Trapper Heatran can lure in and trap Empoleon checks like Clefable and defensive Latias with Magma Storm and use Explosion on them to clear a path for Empoleon. It also has good type synergy with Torterra. Passho Berry lets it check offensive waters in a pinch.
3. Jirachi moveset changed and moved to lead slot
U-Turn on Jirachi lets it bring in your offensive pokemon more easily. Jirachi's a pretty good stealth rock setter because of ability to set them up against most pokemon, and it gives your team a pretty good defensive backbone along with Tyranitar. You can also run Substitute to make your para-flinch strategy even stronger and instead put SR on Tyranitar.
4. Tyranitar moveset changed to bulky pursuit user
Tyranitar pursuit traps offensive Latias, Rotom-A and other pokemon that check Torterra, Heatran and Empoleon. Bulky pursuit gives you a good defensive backbone against most special attackers. With Passho berry, it can check Gyarados or rain sweepers in a pinch, which this team is otherwise quite weak to.
5. Empoleon moveset changed
Agility lets you outspeed most mons and become a late-game menace. Grass Knot hits bulky waters like Suicune, Milotic etc. very hard. I considered running Subsitute + Petaya Berry here, but this is very ground weak already, so I decided against it.
6. Torterra EV spread changed
I put most of its HP EVs into speed so that it can outspeed slow defensive pokemon like speed-uninvested Suicune, Milotic, Skarmory, Metagross, Heatran, Nidoqueen and many others.

Kinda sucks I can't have Torterra be the main sweeper, but if that's what needs to be changed for the team to be good, then I'm fine with it.
