I’m about to go to sleep so I can’t answer this rn but would you rather go in a rain team direction or in a direction thats not rain?
Rain is way too common imo (almost everyone has a pelipper and that big thingy that evolves from mudkip i forget the name) so everyone will probably be able to counter anything rain direction

That said people probably know what they're doing so rain is most likely actually good

I honestly don't know
I guess probably at least some pokemon that thrivee in rain so i can bring them if the opponent is a rain team

First problem with your team is a lot of your Pokemon lack proper synergy and have weird movesets. Anyway let’s get to improving your team.

Dragonite
Double dragon stab isn’t good so you should replace dragon pulse with thunder. Air slash also doesn't hit very hard so it should be changed to hurricane in so that Dragonite has more offensive power.

Whimsicott
While whimsicott is a great support Pokemon there is another support Pokemon that does whimsicotts job but also fits better on this team. Pelliper can set tailwind like whimsicott but it can also set Rain to make dragonite’s moves more accurate and give basc more hitting power.

Excadrill
Now that this team is going in the direction of rain Excadrill doesnt really fit. Now there are 2 Pokemon that can fill Excadrill Ma place really well and I’ll let you decide between the 2. Option 1 is Archaludon who fits nicely with our new rain team theme option 2 is Kingambit who is closer to Excadrill in what it does. Kingambit kills the main ice type in the meta (froslass) which Archaludon otherwise struggles with.

hattarene
This thing just isn’t good so let’s replace it with a different support Pokemon. Sinitcha seems like it will fit nicely in this spot because Sinitcha can re activate Dragonite’s multi scale with hospitality and provide redirection to help dragonite and basc sweep.

Blaziken
Arch can run Body press to deal with steal types and Kingambit can run Low kick to deal with steel types. Because of this we don’t really need blaziken. Instead I think icin will fit nicely in this spot. Incin gives you a nice grass water fire core and provides intimidate plus fake out support. Do be careful because it is quite vulnerable to water type attacks but otherwise it’s a great Pokemon for this team.

Basc
Use life orb over shell bell for more offensive power and use max speed over max hp so you can outspeed enemies in tailwind. Flip turn over aqua jet is also worth trying but I’ll let you decide which you prefer.

Your team should be better now. Also feel free to change any of the Pokemon or play around with the sets if you think there is something that works better for your team.

OK (filler)
I feel like a problem with keeping draco meteor instead of dragon pulse is that draco meteor drops the sp atk by two stages
In general you shouldn’t be using Draco meteor much as you have hurricane for your primary stab. This new version of your team has a grass water fire core meaning even if you have the -2 spa drop it’s not hard to pivot dragonite out.
