It just looks like you slapped a bunch of mons together. Try figuring out and explaining what each team member contributes to making a coherent team.
If it got him to 1500 elo then they probably work together well somehow

I like the team, however scarfed basculegion with soak of all things brings it down.

I understand soak, but scarf does not work with soak. You are practically forced out in order to do damage. If you end up with 3 mons including Basc and Raichu, then use soak plus zap cannon, sure, you pick up one KO, but what if they are, for example, a tailwind Garchomp and OHKO with Earthquake? You’re screwed. You don’t really have anything to deal with water types besides Raichu.

I mean, Froslass probably could do it, but I doubt you usually bring both Megas.

Overall 6/10. Very much a goodstuffs team, the only synergy I see is Basc soak and Whims Tailwind.
On this team though it feels like Whimsicott kind of just is slapped on for Tailwind on a team that doesn’t really need Tailwind. Basculegion is the only one who really benefits from it.

Overall, good, but could be much improved. I like Froslass for weather wars, but nobody else really benefits from it.

Suggested Improvements:
Either lose Scarf or Soak on Basc. One absolutely must go.

Potentially get another mon who likes snow, probably dumping Garganacl because I don’t see the purpose of it here.

You also have two ground (Raichu, Incin) weaknesses, though I can’t see this being much of a factor given that Froslass is such a hard counter to Garchomp.

Two water weaknesses as well (Incin, Garganacl), making you vulnerable to Pelipper/Politoed Weather Ball. Fixed by dropping Garganacl.

TL;DR: Like others have mentioned, lacks synergy. Otherwise good except for Basculegion. Semi-Poor water and ground match-up, fixed by the Megas.
