I would say no to an outright requirement, but it probably should be mentioned in the guidelines. I'll add it now.
Attaching a generation/format to your set is only a loose requirement for those threads, and as long as that's the case, I take issue with forcing generation-bound mechanics like Tera. But maybe the others will disagree in the Discord.
