The linked thread is part of our common repeat question list (see here: https://pokemondb.net/pokebase/tag/crq for the full list). These are made and maintained because, well, questions like them are asked frequently and often have similar answers, so we put all the information in one place to refer to from then on.
Naturally, this means that there's a backlog of questions that were asked before the official thread was up. But there are over 40,000 questions on the site; if we went through all the old questions every time we opened a new CRQ or updated the rules, we'd have no time to moderate current questions.
For the HA thread in particular, that was originally just a regular question when it was asked back in 2017, but was converted into our official HA thread earlier this year.

I can neither confirm nor deny this infromation, but you should probably think I denied it.

We wouldn't allow that post today, but evidently it was acceptable seven years ago.
I don't know if the exact wording that is currently on the rules page was also there in 2013, but it's besides the point.

The answer might have changed. But if we allowed that question, you or someone else might ask the same question every day and say "I'm afraid yesterday's answer is outdated."

Here's a tip. Think how about how other people will react to your comments. Will they dislike them? If so, consider not saying anything.
