I think the question is perfectly fine. The answers aren't impacted by the fact that the question answer is playing on an emulator, he still has the same Pokemon available to him. Emulation questions are only not allowed if there's a problem in your emulator, and you're asking how to fix it, or things like that. So this question seems absolutely fine to me.

I'm obviously not the final say on this, so keep that in mind.
