I like what you said in this, but I feel like if we want a change we have to get closer to PM's heart. Make it more than just another of the empty requests. You should tell him how much we've appreciated him and what it would mean to us if he gave the site a chance. I would also get sympathetic and understanding of what he needs, which is probably either him still being one of the admins, him not being pressured, etc. Think like you're in his place.
