Let me use Breath of the Wild as an example. That game can be played at your own pace, and you can do practically whatever you want. Yet voice acting is still a thing with many characters -- and even the ones that don't have VA have some form of sound.
I would say for Pokemon to at the very least have voice acting in cutscenes, especially the opening one and Piers singing. You say the game should be done at your own pace, but I don't really see how voice acting detracts from that.
But that's of course just my opinion.
