TM29 (Psychic) is found on the highest hill in the east of Route 211. Rock Smash and Rock Climb are required to access it.

You may also purchase the TM at the Veilstone Game Corner in Veilstone City for 10,000 coins.

you can get it in the veilstone game corner for 10000 coins and on the route west of celestic town connecting it to mount corronet but you need rock smash and rock climb
