Absofusion, needed or fake?

Question

In the game, Kyurem uses the DNA Splicers to turn into Black or White Kyurem. But in
the Movie it can just summon the power of Zekrom or Reshiram.

       I don't want the "Gamefreak wanted it that way" Answer, I want a REAL answer.

Remember the anime and game are different but I do have a theory. In the movie kyurem has the DNA splicers with him the whole time. He already has zekrom/reshirams's DNA and thus he can transform. In the game it seems that the DNA splicers need zekrom/reshiram whole to transform. No idea why gamefreak did it like that.
