Is Deoxys a special event Pokemon? And if not how can I catch him?

I do not believe he is currently. Normally, to get deoxys you would have to migrate him all the way from emerald, where you have to go to is beyond me, as loads of sources give different ways, and most of them are rumors or glitches, and it is hard to discern which one is correct.

Deoxys can only be obtained from Event as of now, you cant catch it anywhere in the wild without hacking.
