Is Deoxys a special event?

Since Deoxys has been on my 'Need List' for a very long time I've been thinking about buying Emerald from Ebay or something, but I just wanted to be sure that you don't need a special item from a Wi-Fi event, can you get it like a normal in-game legendary?

No Deoxys is a event Pokemon, only accessible on Birth Island by a Ferry Ticket that has been released as a event. So no, deoxys is not a in game legendary.
