What is a Ghost Marawak?

In the Red and Blue and thier Remakes, Firered and Leafgreen, you enter the Pokemon tower where Pokemon that die are laid to rest. At the top you will find a shadowy figure,A.K.A Ghost Marowak, which you can battle but wont be able to do anything to.After you get the Silph Scope from Team Rocket's Base you can go back and beat the Ghost Marowak and continue with the story.

you cant catch it either, it will dodge all pokeballs INCLUDING the master ball

the story is that team rocket came to invade the tower trying to steal the skulls from cubone that live there. The mother of a cubone (the mother is a marowak) tried to protect its kid from the rockets. The cubone escaped but the mother died protecting it. So now it is a ghost.
