As you progress further and further in the game more people will come to avenue. Also as you recomend shops to the visitors the popularity increases bringing even more people in.
When you use the C-Gear and talk to friends you can invite them into your avenue and vice versa.
I haven't done the C-Gear thing but my brother has which is how I know about it.
