Zoom lens boosts accuracy by 20% or 30%?

Question

I must be high, but on Smogon it says Zoom lens boosts your accuracy by 30% if you move last.

But several other people and websites says that Zoom lens boosts your accuracy by 20%

An example would be here on serebii

I don't know what to believe anymore, can somebody help me?

Smogon screwed up, it's 20%.
