No, you cannot

This is because Pokemon EX have different names than regular Pokemon just like a brock's geodude cannot evolve into a normal graveler.

(If a Pokemon Lv.X said "Put this card onto your Active Heatran EX. Heatran LV. X can use any attack, Poké-Power, or Poké-Body from its previous Level" Than you could.)
