GAHHH all I can get are Loudred and Whismur. Lol
I think it'd actually depend on personal option; some people say that Dialga has the loudest (and most annoying) cry, while others say it's Electabuzz/ Kricketune/ etc. No one's actually taken a decibel to these cries and recorded them, so I'd just think it'd depend on which one you personally think is loudest, most probably affected by which one you find sharpest/ most annoying.
I've heard other say Zebstrika and Staraptors are the loudest.
Meloetta is loud
I frickin love kricketune
Electabuzz's cry is obnoxious.
Kricketune is haws. Just saying :]
Haws? Don't you mean 'Baws'?
Kricketune is Baws. Just saying :]
BTW does anybody know what 'Haws' is?
Because when I enter 'Bass's it autocorrects to 'Haws'.
Jynx's cry is the longest. I remember going through the whole Pokedex to see which cry is the longest.
Ok yeah. I was incredibly bored.
Well, that's a surprise.
I think it's Dialga or Rayquaza, or probably some other Dragon type

In just the unova pokedex, Zekrom is the longest, and Sammurott is the longest starter's. Isn't Chandelures cry awesome?

There's actually no ''loudest'' or ''softest'' cry, according to every site I visited.

Source: Various websites, including Bulbapedia, Serebii, Marriland.

Lol I think this is the best answer we'll get :D
keep in mind, if a pokemon's HP is low, or if it just fainted, it's cry will be lowered.
