Riolu is genuinely one of my favourite Pokemon. I love it. It always looks like it's trying to do everything that Lucario is doing, and it can't, but it's doing its best. It's very cute in that way. So here's a moveset for one of my favourite Pokemon:

Riolu@Wide Lens
Ability: Inner Focus
EVs: 252 Atk, 252 Spd, 4 HP
Nature: Adamant/Jolly

-Hi Jump Kick
-Zen Headbutt
-Rock Slide
-Blaze Kick

First off, I chose the Wide Lens to, initially, fix the accuracy and crash damage issue of Hi Jump Kick. However, I decided to build the entire moveset around solid moves with accuracy issues. But before we get to the moves, I picked Inner Focus over Prankster and Steadfast because one, I'm not running any status moves, and two, I've always found that Inner Focus to be so much better than Steadfast. Even if you get a speed boost, it's like using a turn to use Dragon Dance, but you don't get an attack boost. You raise your speed stat. That's it. Inner Focus at least prevents you from dealing with that, if you don't outspeed. The EV spread focuses on attack, speed, and offers a little HP, giving Riolu a better chance to outspeed, makes it deal more damage, and makes it able to tank one more point of damage (because why not). Adamant and Jolly natures both lower special attack, which we won't be using, and raise attack and speed respectively, Riolu's most important stats. Now onto the moves. Hi Jump Kick is Riolu's strongest STAB move, and has its accuracy issues solved by the Wide Lens. Zen Headbutt and Rock Slide both offer a chance to flinch, and Blaze Kick has a high critical hit ratio. Together, they cover eight different types, three of which resist Hi Jump Kick and only two of which are already covered by it.
