The above counts for self-inflicted and opponent-inflicted. Also, what move has the highest chance to inflict a status condition on the opponent?

do you mean boosts from added effects (like fiery dance's sp. attk raise) or boosts from swords dance or both?
That would be both. This is why I don't specify XD I mean both

  • The moves that raise the most stats are ancientpower, silver wind, and ominous wind. They have a 10% chance to raise attack, defense, special attack, special defense, and speed.
  • The moves that raise a single stat the highest is belly drum (+6 attack)
  • Moves like swords dance/quiver dance/etc have the highest chance to raise a stat but for damaging moves it is flame charge(100% chance to raise speed), and after that it is charge beam with 70% chance to raise special attack.
  • The move that decreases the most stats is v-create which decreases special defense, defense, and speed.
  • The moves that decrease a stat the lowest are shell smash (-2 in defense and special defense(self-inflicted)), memento( drops opponents attack and special attack by two stages), acid spray(drops opponent special defense by two stages), and overheat/leaf storm/draco meteor/psycho boost reduce special attack by two stages(self-inflicted).
    I believe thats it. I will keep searching to see if I find anything else.
  • The move with the highest chance to inflict a status problem by side effects is inferno (100% chance to burn), and zap cannon(100% chance to paralyze). But of course moves like thunder wave/will-o-wisp/toxic/etc. also have 100% chance.
