When I transform into a pokemon, the opponent always goes first?

Question

If a pokemon gets all their stats copied by transform, why does the ditto always go last? The speed is copied exactly, so shouldn't it be random? Or do transformed pokemon always have less priority than the original(when using a move without priority)?

In pokemon, when two pokemon have the same speed, then choosing who goes first is random, except when one uses a priority move.
