EV training for Special Attack in gen 3?

I wants to ev train my Lapras in special attack.
I'm playing sapphire. Any good tips?

Make loads of Berry Blocks full of Hondew Berries.

Then use this link to find all the Pokemon that you can encounter in Emerald.
All the Pokemon that can be encountered that are on that list all give Special Attack EVs.
