Why is this happening on PS?

You are using event moves that have specific natures.

Raikou's Special Moves:

• Zap Cannon
• Extreme Speed
• Weather Ball
• Aura Sphere

Suicune's Special Moves:

• Extreme Speed
• Sheer Cold
• Aqua Ring
• Air Slash

To have those moves you must have those natures sorry Flare.
