In the generation I games Ice was effective against Fire but now it is not very effective.
If true to life ice is solidified water and combining ice with fire will pretty much stop the flames because it melts to water and water is super- effective against fire so why is anime going topsy turvy in this matter?

Well, because, Fire is strong against Ice, not to mention, if you throw Ice at a fire will the ice just knock it out? Will it stay frozen? Will it melt? It will melt, so after that comparation, Ice should be weak to Fire because its just logic. Ice may melt to fire but its not like it should be super-effective or just regularly effective.

Well to answer this question it takes logic. Fire is hot and ice is cold and heat always is the dominant one so fire will melt the ice, therefore ice is not super-effective against fire-type Pokemon.
