The cave where you catch Terrakion is blocked by Rocks in Black 1, anyone know why?

I wanted to catch Terrakion and its cave was blocked by stones.

You have to catch Virizion and Cobalion first.

The Musketeer Trio must be caught in this order:

1. Cobalion (Mistralton Cave)
2. Virizion (Pinwheel Forest)
3. Terrakion (Victory Road)
