Does this mean it doubles in Power only if the "Paybacker" takes damage before attacking, or will it double as long as the user moves after its opponent?

Yes. Payback will always have double the power as long as the user moves after the opponent. However, assurance, a similar move, will only double in power of the user takes damage from the opponent in the same turn.

A correction: Assurance deals double damage if the target took damage earlier in the turn, not the user. Mostly applicable in double battles, but can also show up in singles if the opponent took damage from things like recoil or entry hazards.
