You've left out a good bit of info.  What game?  Do you have a feebas?  Do you mean the rarity of finding a wild milotic?  Please elaborate.

Milotic can be found in Route 1 of White. It's rarity is 5% when using the Super Rod.

In Pokemon white, you can catch milotic on route 1, and is hard to find. you can catch it at lv. 45 - 70.
