Can the Liberty Pass Victini learn V-Create?

I hacked one, but I don't think it can learn V-Create (or Bolt Strike and Blue Flare, for that matter). I got a Victini from the Liberty Tower, but I stupidly named it Fred (that's why I asked this question). Anyway, I was just wondering if it can learn V-Create or if I have missed all the events. :(

no, victini cannot learn v-create.
in the wild, that is.
i do believe that there was an event victini with those same moves, and you somehow got that same victini.
