How powerful does pokemon trainer barry get?

The first time I fought him in the battle area all his pokemon were around lvl. 60 this continued for almost a year but tonight his pokemon were 81 81 81 85 79 79 so does his power increase every once in a while wil they get stronger till they reach lvl 100 I am confused.

His pokemon get stronger every time you rematch him, they stop when his starter reaches level 85. his final team will be:
