Like can you use a Pokèradar in Black/White?

No, because the games dont have data for them. Like in HG/SS, RageCandyBar is a key item, preventing you from trading it to Diamond/Pearl, which has no data for it.

No, unless you hack, as there is no way to actually obtain the PokeRadar.
