A Pokemon with high speed and some decent defence stats. I also need it to be able to learn Light Screen, Reflect, or both.

So I found some different options. I wasn't sure if you were looking for a competitive poke or in-game but there are quite a few possibilities for either.

Xatu

Xatu with the ability magic bounce is one of the first and foremost screen setters. You can increase its HP and chosen Defense with EVs and teach it tailwind for the speed. It is immune to taunts with ability which means you will always be setting up.

Xatu @ Light Clay
Trait: Magic Bounce
EVs: 252 HP / 252 Def / 4 SDef | 252 HP / 252 Spd / 4 Def
Impish Nature
First set of EVs
- Light Screen
- Reflect
- Tailwind
- U-Turn
Second set of EVs
Jolly Nature
- Light Screen
- Reflect
- Roost
- U-Turn

So the first set gives you bulk with tailwind speed. The second set gives you speed with bulk with screens. U-Turn allows you to switch out and give the screens to your next poke.

Latias

Latias has natural defenses and with boosts by EVs it is incredibly hard to take down. Also has access to Roost, so,

Latias @ @ Light Clay
Trait: Levitate
EVs: 252 Spd / 252 HP / 4 SAtk
Timid Nature
- Light Screen
- Reflect
- Roost
- Dragon Pulse

This set gives you a fast bulky poke with not so great defense and wonderful special defense. Roost is to heal off damage, item extends life and Dragon Pulse is in case of taunt.

Lugia

Lugia is in the Uber tier and for a very good reason. With excellent defenses and brutal HP and Multiscale as its Hidden Ability it is incredibly hard to take down.

Lugia @ Light Clay
Trait: Multiscale
EVs: 252 Spd / 252 HP / 4 Atk
Jolly Nature
- Roost
- Reflect
- Light Screen
- Dragon Tail

Almost the exact same as Latias, Lugia works quite well by coming in after hazards have been set up by team mates, setting up screens and Dragon Tailing to death. Roost is HP recovery. EVs are for Fast Bulky support.

Magneton

This guy whilst holding eviolite will be causing massive headaches. Now with a base speed of 70 he won't be falling under the category of fast. However he does have great bulk and even greater defenses with eviolite. So here ya be, a Defensive Screener.

Magneton @ Eviolite
Trait: Sturdy
EVs: 252 Def / 252 HP / 4 SAtk
Bold Nature
- Reflect
- Light Screen
- Volt Switch
- Thunder Wave

TWave cripples attackers, Volt Switch provides same use as U-Turn on Xatu. Screens are there. No Light Clay as he needs the Eviolite to stay alive.

252 Atk Choice Band Terrakion Close Combat vs. 252 HP / 252 Def Eviolite Magneton through Reflect: 160-189 (52.63 - 62.17%) -- guaranteed 2HKO

Don't stay in on ground attacks ;)

Hope this helps Jello and good luck.

Some of the best options are Latias, Espeon and if you are not limited by tiers Deoxys-S.

Latias is probably the best in OU due to it's great defenses paired with awesome 110 speed, which is fantastic to put up screens. Espeon is another option, but I like Latias better because it has much better defenses. Last but not least, Deoxys-S. This guy is the fastest screener in the game, and can get them up easy with access to a fast Taunt. I use this guy on my Ubers team to set up screens and let Arceus use Swords Dance.

Hope I helped! :)

Cryogonal might make the cut because it can learn Light Screen and Reflect, and its speed is decent.

Serperior
Traits:Overgrow
Item:Light clay
Evs: D;252 Sp D; 252 S;4
Moves:
Giga drain/Leaf storm
Calm mind/Synthesis
Reflect
Light screen

The second move choice are if you get a contrary serperior. Also this set is better in a double battle and if you see a fire type set up the correct screen. A serperior with the correct screen can take a NON STAB fire move well. Maybe a STAB fire move.
