What does the move Assist do in a Gen 3 contest?

The description of Assist is: The appeal's quality depends on its timing. I have tried experimenting with the timing for it to appeal "excellently", but it seems random. What timing condition makes for a good and bad appeal of Assist?

I assume it must be the time it's used. Like, the order.

I believe the move is in fact random and changes the appeal points to 1, 2, 4, 6, or 8
However there is a possibility timing refers to the amount of those little stars above the Judges heads.
'However in Super Contests, the move randomly reshuffles the order of Pokemon disregarding the ususal system
