Does Toxic change Kecleons type?

No it does not. Kecleon only changes type if it gets directly hit by an attacking move. Status moves to do not affect it in the same way. Same with T-wave.

I believe Future site does however.

No, a Kecleon can get status inflictions and not change types. Future Sight does change the type, though.
