What setting am I supposed to have the safari zone at to catch a Sandshrew?

Is the setting supposed to be at Savannah? because I have been trying to finish Baoba's second test and I have had no luck at finding a Sandshrew please give me a detailed description such as: am I supposed to have all the areas on the same specific setting to get the Pokemon I want.

Sandshrew can be found in the tall grass in the Desert area from level 15-17. It shouldn't be too hard to find, I found one easily during each of my three playthroughs.
