How to get larvitar in the safari zone HGSS?

The place he appear seems to be montain, but in some places where I saw, it said that it only would appear if the order of the places in the safari zone was correct, like montain followed by peak, something like that. (I didn't understood it right) Wich is the right order to put the places that appear pokémon to make larvitar show up?

(In this website only show the location to find him in Mount Silver, I want to know in the safari zone)

According to serebii, you find Larvitar in the mountain zone, you need 5 Peak Objects to find it, and it doesn't appear at night. (You need Block placing.)

Actually, you can also find Larvitar in the Mountain zone without the peak objects, but at a lower level. (17 instead of 42)
