You could try Scald instead of Surf. That burn will not only help beat enemies, but the drop in their Attack increases your physical bulk.

Maybe Refresh to help keep status away.

Wartortle is really lacking in the bulk department, and should use Eviolite to let it survive longer. Leftovers provide recovery, but the amount of hits you take will be surprisingly lower.

Wartortle (M) @ Eviolite
Trait: Torrent

Bold Nature (+Def, -Atk)
- Scald
- Rapid Spin
- Seismic Toss
- Haze / Refresh

You can shift to 252 HP / 4 Def / 252 SDef with Calm if you need Specially Defensive. Generally, Physical is better.

Haze is to drop and enemies stats that have been raised back to 0.

Haze also restores any of Wartortle's stats that have been lowered back to normal.

Wartortle needs Evolite much more, as it is a significant increase in bulk. I think you can relate to this Eevee as I know you play LC, where Leftovers aren't really viable due to the drop in bulk from the Eviolite.
