Is there anyway to get a starter from another generation in you pokedex in platinum?

Nope, there are no trainers with starter Pokemon or any of their evolutions that are from other generations in Platinum (except in the battle tower, but those don't count towards your Pokedex.)

Yes trade with friend. or migrate from ver.ruby/sappire/emerald/fire red/leave green
