Thread time!
What is a rain abuser you ask? Well, it's a Pokemon that uses the rain to it's advantage.
Effects of rain: thunder and hurricane have 100% accuracy, water type moves are up 50%, and fire type moves are down the same amount. Swift swim and rain dish are also activated. You can do swift swim users because there are rain teams in lower tiers.

Feel free to answer as many times as you want. Be sure to provide move sets. Pokemon with only a fire weakness are considered rain abusers IMO.

Keldeo @ Choice Scarf / Specs

Trait: Justified

EVs: 252 SAtk / 252 Spd / 4 SDef

Timid Nature

  • Hydro Pump
  • Surf
  • Hidden Power [Ice] / [Bug] / [Ghost]
  • Secret Sword

Keldeo is one powerful pony in the rain. With a 129 special attack, it is no wonder why its Hydro Pump is feared everywhere and Keldeo may have to find a home in Ubers very soon.

Hydro Pump and Surf are its water STABs. Hydro Pump has pure wall breaking power, while Surf is needed for situations where you must have reliability and revenge killing on the Scarf set. Hidden Power is your choice of coverage. Ice hits the Dragons that run rampant in OU and Ubers, Bug nails specially defensive Celebi mainly, and Ghost does good damage to Jellicent. The last slot goes to Keldeo's second STAB, Secret Sword, which allows it to be one of the few special attackers to defeat Blissey and Chansey.

Trait: Dry Skin
EV's: 252 HP/252 Def/4 Sp. Def
Nature: Impish/Careful
Moves:
- Drain Punch
- Toxic
- Substitute/Protect
- Ice Punch/Thunder Punch

This is more of a stalling Pokemon. Dry Skin in the rain heals, which combined with Black Sludge will heal quite a bite each turn. Drain Punch provides more healing as well as STAB. Toxic and Substitute/Protect are for stalling. Ice/Thunder Punch are for diversity - choose which type you think will be better.

You can switch the EV's if you want it more Specially Defensive instead, or split it so Defence and Sp. Defence have 128 each instead.

Jirachi is one awesome Pokemon in rain seeing as it's fire weakness has been reduced by 50% in rain. It's excellent stat distribution. This gives it a natural bulk and offensive presence meaning that Jirachi will most likely be hitting everything if not everything exceptionally hard. Seeing as it can be both a special sweeper and a physical sweeper I decided to not go with the rather often seen physical attacking Jirachi. Thunder provides an excellent coverage and seeing as it has perfect accuracy in rain, Thunder will always hit. Thunder already has an incredible power and seeing as it is now boosted by Choice Specs many of my beloved water types will fall to it ;-;. It will also 2HKO many Heatran variants barring the specially defensive ones. Flash cannon is basically the special Iron Head but without the flinch chance, anyhow it remains a powerful STAB that will do nice damage.....well a lot of Damage to any Pokemon that doesn't resist as well as 2HKO if not KO Tyranitar. Seeing as Jirachi will love to take full advantage of the rain, Water Pulse is a very nice move that will do a lot of damage in rain seeing as it's power will be boosted to 90 in rain which is quite nice and seeing that Jirachi is holding the Choice Specs this is even better and seeing that it has a nice chance of confusing when boosted by Serene grace it is a deadly move. Hidden Power Ice shouts Dragon killer. It will also make quick work of any unscarfed Landorus-T. Again it will have an incredible power when boosted by Choice Specs whiles seeing as a 105 modified base Power will work wonders

Just a note, not all these need to have rain dance
I know, but they can rain dance and drizzle is incompatible with swift swim in all tiers besides doubles and VGC

Prankster is an absolute godsend for about any Pokemon (see Sableye) and for Thundurus is no different. A practically guaranteed Nasty Plot is no laughing matter. Thundurus's good base 125 sp atk in coherence with its awesome base 111 speed means that it hits hard and fast, and it doesn't hurt to have a ludicrously powerful STAB in Thunder to back it. Then add near perfect coverage in HP ice, augmented by even more great coverage in grass knot or thunder and you got youself an awesome rain sweeper, even in the Uber tier, and definately an overpowered sweeper in Ou.

Ability: Regenerator

Timid/Naive Nature
-Hurricane
-Focus Blast
-Heat Wave/Hidden Power Ice
-Air Slash/U-turn

Another member of the kami trio with a ridiculously awesome ability that can fire off powerful special attacks. At base 110, its special attack is somewhat low for ubers, so choice specs fixes that. Also, hurricane is so ridiculously powerful that it does not matter. Focus Blast provides great required coverage, so it comes in in the next slot. Heat Wave is weakened by rain, but sometimes the rain isn't up and there's a steel type standing in your way, and HP ice is useful with the multitude of flying and dragon types in Ubers. Air Slash is a weaker, more reliable STAB, and U-turn facilitates switching, and by extension, prediction and regenerator recovery.

You could always add a Ludicolo Rain Dish set if you really want :D (I can't be bothered doing it myself right now)

Yes, that's right, a fire type in rain. I am not crazy insane, have lost my mind or anything close to that. If you must know Volcarona is equally dangerous in rain as it is in sun and completely destroys it's brotherly species and fellow Volcarona with that powerful move called Hurricane. Although Hurricane is not a STAB, boosted by Quiver Dance and Volcarona's Ube special attack, this move will hurt....a lot including completely destroy Scizor after a few Quiver Dances. Quiver Danceis that move of which is only heard in legends where a Volcarona could single handed sweep an entire team. Quiver Dance will enable Volcarona to eviscerate any living, mobilizing or breathing Pokemon. Bug Buzz is Volcarona's only STAB in this moveset however it should be the most deadly as it will obliterate Tyranitar every dark and psychic type with just a few Dances, how lovely :3. Hidden Power Water is that move that will destroy fire, ground, rock types seeing as it gets a boost in rain that would put it's base power to 105. After a few Quiver Dances it will be pretty much like being hit by a rain boosted Hydro Pump, ouch, ikr.

Latias is one extremely dangerous Pokemon in all weathers and Rain is no exclusion. This set was so divine that it is even viable in the Uer tier. Soul Dew is not viable in OU since it is like having a choice specs Latias...without being locked in one move. As if that wasn't good enough you get 50% a boost in Special Defense. However you can only wield this item if you were to use her in Ubers. However don't fear, for Life Orb is here. Although not as fabulous as the Soul Dew, Life Or is still an amazing item that will enable Latias to do a beautiful amount of Damage. Are you sick of using Dragon Pulse? Use Draco Meteor, yes there is the drop in Special Attack but that damage is too good to miss. You will be doing severe damage to many opposing Dragons meaning that no Dragon can switch in safely. Recover is that move that will make Latias demolish a little longer. A nice recovery move and unlike Roost will not make get hit by Ground type moves. Thunder! Who doesn't fear Thunder in rain. A devastating move that will dent a Pokemon forever whiles it gets rid of those opposing water and flying types. It will dent any Pokemon that doesn't resist it so yeah. Surf is that move that will make quick work of pretty much any Pokemon in rain. All but ferrothorn will not take this well. Even dragons that resist this will have a noticeable loss in HP

Standard physical floatzel sweeper for lower tiers. I loved this guy in the past.

Tornadus/Thundrus is also one I know to be strong in the rain but I never used him since I never bother to use weather so I'm not too sure on movesets. All I know is THUNDER and HURRICANE!!

Trait: Multiscale (just watch out for Stealth Rocks!)
EV's: 252 Sp. Attack/252 Speed/4 HP
Nature: Modest
Moves:
- Thunder
- Hurricane
- Surf
- Draco Meteor/Dragon Pulse/Ice Beam/Roost

I realise that Dragonite has better Attack than Special Attack, but given that Thunder and Hurricane are both Special moves, I feel a complete Special Attacker set is more appropriate. Thunder and Hurricane have perfect accuracy in the rain. Surf is powered up by the rain. The last move slot is personal preference. Draco Meteor is powerful STAB, but the drop in Special Attack for using it will hurt a lot. Dragon Pulse is less powerful STAB with no drawback. Ice Beam is for extra coverage (combining with Thunder for a BoltBeam combo). Roost is for healing. If you are running a Specs set, then obviously don't use Roost.

What better rain abuser than a rain-setter?
Yeah Kyogre is a boss.

This guy is pretty common in Ubers because he has a beastly special attack, instant rain, STAB water spout, and if you slap a scarf on him he's gonna out speed most non-scarfers.

To break down the set itself:

Water Spout provides the real powerhouse STAB
Surf is the reliable back up (if you think you'll be out sped, but you don't think your opponent will faint you in one blow.)
Thunder brings some rain-abuse for the 100% accuracy 120 BP coverage move (that 30% paralysis is also a nice bonus)
Ice Beam shows your dragon friends how it's done. (GREAT if you're good at predicting. Most leads who would be shot down by a Water Spout have a tendency to switch into a dragon type to wall the not very effective hit)

So yeah it's pretty abusive :3
