Can a freshly hatched Chansey be holding a lucky egg?

I caught one Chansey (A Blissey now) in my Leaf Green version and it was a pain to catch in the Safari Zone. I don't want to catch another to find a lucky egg. Can I breed Blissey with a Ditto and then get a lucky egg from the offspring? (I know that if this was possible, the chance of actually getting it would be 5%)

Only Pokemon caught in the wild can have held items.

No. Baby Pokemon cannot hatch with any Items. Sorry.
