How do I get gym leader there in Viridian City (HG/SS)?

Man at the door says that the gym leader is often away.

You have to collect the other 7 kanto badges, then you go to Cinnabar Island. There you will meet the 8th Gym Leader, Blue, who will then go back to his gym so you can battle him.
