How do you make the lady that doesn't talk turn into Zoroark?

I think she's in Black/White/Black 2/White 2.

This is an event that has already passed in this event the lady use to attack you and in a battle b transform in either suicune entei or raikou using zoroarks illusion ability anyways you cant use the event now as far as I know so you cant make her talk.

First you have to have a Victini in your party. Make sure that the Victini in your party is either from Liberty Garden or an event one. If it is a Victini obtained by using cheats, it won't work. After you have fulfilled these conditions, put the Victini in front of your party and talk to that lady, she will turn into a Zoroark level 25 or 30 and battle you

You don't need a Victini, you need a Shiny event Suicune, Entei, or Raikou. Please do research before answereing.
