In Pokemon White, who says "Burn, baby, burn!"?

...as you make your way up Dragonspiral Tower? The line in Pokemon Black is "That's Electrifying!", so it's a reference to Reshiram/ Zekrom.

Is it N? Because if so, it's rather out of character. o_O

Yeah it's N. When you get to the top of Dragonspiral tower you'll find N saying that, proably to Reshiram.
