I've seen some people use a Evio Riolu to mini sweep in certain situations, with max attack and speed, it's kinda wierd i've seen like 4 youtube trainers use this set

Riolu-Male
252 Attack, 252 speed
Jolly +Spd - Spatk
Prankster
Moves:
Drain Punch
Detect
Subsitute
IDK.

Any thoughts? I really like the idea although being confused as to why it is good lol

I believe that the best competitive Riolu set would be the infamous 'Copycat Roar' set in which Riolu exploits his access to Copycat, a phazing move and Prankster in order to shuffle Pokemon and rack up entry hazard damage.

Riolu @ Eviolite
Ability: Prankster
EVs: 248 HP / 112 Def / 52 Spd / 96 SDef
Careful Nature
- Copycat
- Roar
- Substitute
- Drain Punch

While it may seem enticing at first glance, an offensive set in LC is generally outclassed and it ends up abusing Protect + Copycat regardless.

One question. Who the heck did you see use this?

And I would be confused too. Because personally, I say it's not good. Riolu's main abuse of Prankster is the Copycat + Roar combination, which the set you suggested is completely missing. The common 'Priolu' as it's called uses a set of;
Riolu @ Eviolite
Trait: Prankster
EVs: 252 HP / 252 Def / 4 SpD
Impish Nature
~ Roar
~ Copycat
~ Substitute
~ Protect
There's also an alternative set with a different EV set and maybe one move difference, but the Roar+Copycat combo still remains.
