Where is TM22 (Solar Beam) in X & Y?

I can't find it anywhere. I'm figuring at least one person on this community has found it because its definitely in x and Y as TM22.

TM22 (Solar Beam) is found on Route 21 (Derniere Way) in XY. Requiring Cut, Strength, and Surf, after the second flight of stairs, head south. From there, go down a small ramp, head down, and move the boulder with Strength. The TM is about south from there.
