Yes.

Post game, after you have fought Serena/Calem in Kiloude City, you will meet Prof. Sycamore at the sundial in Anistar City. He will upgrade your Mega Ring, and explain that certain Mega Stones can be found when the sundial lights up at a certain hour (that hour being 8 - 9 PM).

So yeah. It allows you to find a bunch of Mega Stones basically.
