Why the pokerus is not helping?

Question

Im ev training my chrizard
it has pokeruss igave it power bracer and traing it for attack for 30 minuts and all it gaind was 2 points
why ?

Sometimes stat raises appear on higher levels.so try to level it up more.
e.g. I traine my Electivire in speed,on each level the speed stat increased by 2,but on level 59 it increased by 10.
