Can Professor Sycamore's Bulbasur be female?

I need to know if the Bulbasaur you get in Lumoise can be female because I want a female for my ingame run and I have been sitting here over the weekend for TWO DAYS resetting and it has been mle every time and I have done this like 20 times.

I can confirm. It is not gender locked once you Select the Pokemon.
