Yes it is. The value for getting a shiny starter is the same as finding a shiny Pokemon. Keep resetting your game until you get a shiny starter.

Yes, but you have to be lucky

Yes; however, they remain just as rare. They have just a 1/8192 chance of appearing, so you're pretty damn lucky if you manage to get a Shiny, let alone as a starter.
