Is there any Pokemon that learns skill swap and any move that lowers YOUR stats ex: Draco Meteor?

I want to use a strategy for doubles. (Skill swapping with a shuckle with contrary and going crazy with draco meteor)

I have done this strategy before 6-0 win is always fun. Mismagius Skill Swapped Contrary from Shuckle who then swapped it to Garchomp ... then it began to pour down.meteors, to make that strategy more fun use a Pokemon who knows Psych Up.
